I should add – in Korean brands, the lotion she talks about is often labeled skin softener or softner.

Hi, I think if you are in the States the Facial Cottons from Shiseido might work well. They are quite expensive but seem to have the proper shape – you can order them off Sephora. just a tip
NARS skincare is owned by Shiseido, which accounts for its efficacy and Japanese approach.

Still looking for a good toning lotion though! Korean brands have tons of these hydrating toner/lotions, but I haven’t been in Korea in ages.

Haven’t tried Muji’s but Hada Labo is suitable cos it’s not totally watery.
